West Lakes Partnership, Inc.

Our community development initiative was created by resident leaders to help ensure the preservation of its cultural heritage and the vision of a thriving community where its residents can live, work, learn and play. Our key priorities include housing stabilization, homeownership and improved neighborhood amenities. 

Our operations are funded privately, through a combination of private donations, board giving and development fees. Led by a 16 member board (11 of which are residents of the West Lakes neighborhoods), WLP’s approach is geared toward housing rehabilitation and spurring further investment in pockets of disinvestment within our neighborhoods.

About the Neighborhood

Anchored by four beautiful lakes, houses of great worship and the famous Camping World Stadium, the communities of West Lakes are made up of the five neighborhoods between Parramore and Washington Shores. We represent almost 3,500 residents living west of Orange Blossom Trail, east of John Young Parkway, south of Highway 50/Colonial Drive and north of Gore Street. We are the fantastic five neighborhoods of Lake Lorna Doone, Rock Lake, Clear Lake Cove, Luola Terrance/Lake Sunset and Clearlake: Bunche Manor/Hollando. 


Our Approach


Community Engagement

West Lakes Partnership (WLP) practices holistic, place-based community engagement, structured community planning, and early targeted action investments. Our Community Conversational Dinners are designed to allow time to build deep understanding of the neighborhood that can shape the pace and nature of engagement. We want to make sure residents have a voice at the table and that projects are geared toward "community ownership" and are "resident driven." We respectfully engage issues of race, class, and culture.



In partnership with Lift Orlando and other community partners, we seek to connect West Lakes residents to career counseling, employment placement and financial well-being.


WLP is a nonprofit focused on increasing home ownership opportunities in the West Lakes neighborhood. Currently, in the 5 neighborhoods of West Lakes, over 300 single and multi-family housing units are vacant.  WLP seeks to construct new, and rehab older, vacant single family homes by using public and private funding sources and developing cooperative relationships with local government entities and private investors.


Community Beautification

We seek to create activities and projects that increase neighborhood pride such as a banner program, gateway signage and improved neighborhood amenities.

Our Board of Directors


Andre Smart, Chairman

Andre is a resident of Clearlake: Bunche Manor/Hollando. He has owned and operated numerous business ventures in Orlando. He is currently the owner of Paint Smart, USA. 

David Brewer, Vice Chairman

A resident of Clearlake: Bunche Manor/Hollando, a former Vice Admiral and LA School Superintendent, David is passionate about Jones High School and civic affairs.

Shirley Bradley, Treasurer

Shirley has been a resident of Clearlake: Bunche Manor/Hollando since 1963 when she built her home with her husband, Ernest. She serves as president of her HOA and is a founding member of the West Lakes Partnership. 

Faye Coleman-Giddens, Secretary

Faye is a resident of Lake Sunset/Luola Terrace HOA. A Case Administrator with the U.S. Federal Court system, Faye was the founding secretary of the former West Lakes Council. 

Tracy Anderson

West Lakes Partnership was born out of private discussions held in the home of Tracy Anderson. A passionate and involved resident of Lake Sunset and her HOA. 

“JB” Boonstra

Currently the Director of Community Health & Advocacy for Florida Hospital, “JB” served as a board member of Downtown Credo and is the Chair of the River Oaks Church Mission Committee. 

Sarah Elbadri

Former Executive Director of SoDo Main Street and Owner of Future Orlando. A well known expert in urban development and transportation issues. 

Antoinette Giles

A resident of Lake Sunset and active member of her HOA. She is a licensed real estate agent with EXP Realty. 


Alexander Gill

Raised in Lake Lorna Doone and a resident of Rock Lake, Alex is the youngest member of the Partnership Board. He will bring a youthful prospective to board.

Charles Hawkins

A life-long resident of Orlando and Founder of the Law Firm of Charles J. Hawkins. The firm specializes in contract law and governmental relations. Prior to starting his law practice, Charles was an Assistant County Attorney with Orange County Government. 

Margaret Hill

Margaret is the president of the Rock Lake HOA. A retired school staffer with Orange County Public Schools, she is passionate about the neighborhood being clean and prosperous. 

Camille Reynolds

Camille has previously worked for Orange County and the City of Orlando governments. Currently serves as Executive Director of the Hannibal Square Community Land Trust. 

Tangia Hill-Smikle

Tangia grew up in Lake Lorna Doone where she now lives. Her passion remains on improving Lake Lorna Doone park. A founding member of the West Lakes Council. 

Jim Thomas

Previously Executive Director of the Orlando Regional Chamber of Commerce and Orlando TREP. Currently serves as the Executive Director of the Orlando TECH Association. 

Juana Watkins

Former Director of the Division of Real Estate in the Florida Department of Business and Professional Regulations, she now serves as the Executive Manager of the Florida Realtors. 

Fannie Williams

President and resident of Clearlake Cove HOA. She is a founding member of the former West Lakes Council.
